We've improved the handoff and escalation detection logic in Siena. Siena now only triggers on explicit, unconditional escalations, which significantly reduces misrouting.

This resolves previous issues where Siena was unnecessarily routing conversations and applying Siena handoff tags when it wasn't required. You should see more accurate handoff decisions.
